What are the current regulations for a luxury garage conversion?

At Innova-Box, the question comes up frequently.
At Innova-Box, we are regularly asked to transform garages into true living spaces. Some people want to display their classic cars in a private showroom, while others envision a sophisticated office, a gym, or a relaxation lounge. All these projects share one thing in common: they require a high level of expertise… and quickly raise a crucial question: Do you need a permit to convert a garage ?
The answer depends entirely on the nature of the project and its impact on the existing building . Some transformations are simple, others more complex. Here's a comprehensive guide to help you gain clarity and approach your project with confidence.

A simple interior design generally does not require any permits.
When a garage is converted without altering the building's structure or exterior appearance , the work generally falls under the category of interior renovation. This includes, for example, installing custom storage, adding ambient lighting, changing the flooring, or improving insulation.
In this case, no planning permission is required , as long as the use of the garage remains compliant (parking space, private uninhabited space) and it is not a question of creating a new floor area or changing the purpose of the premises.
This is often the starting point for our most discreet but most elegant projects: transforming a raw volume into a perfectly finished automotive showcase , without heavy intervention on the structure.
“It’s often the most ambitious projects that bring the greatest satisfaction. But they also demand rigor. At Innova-Box, we integrate administrative constraints very early on so that aesthetics are never hampered by a regulatory oversight.” — Gérald Mouret, founder of Innova-Box

In case of facade modification: prior declaration of works
As soon as you wish to make changes visible from the outside – for example replacing the garage door with a bay window, adding a window, installing cladding or transforming the entrance – you fall under the category of a prior declaration of works .
This also applies if your project creates a floor area between 5 m² and 20 m² . In this case, you must declare the alterations to your local council, which has a processing period of one month .
This step may seem technical, but it is essential to ensure your project complies with regulations. At Innova-Box, we support each client in navigating these procedures, taking into account local rules and the Local Urban Development Plan (PLU).

If the project is more ambitious: a building permit is required.
When a project exceeds 20 m² of floor area created, or modifies structural elements of the building (load-bearing walls, framework, roof), a building permit is required.
It is also required in the event of a change of use : converting a garage into a bedroom, a gym, or a reception area, for example, can be considered a new use of the building. In this case, a complete application must be submitted, and the town hall has two months to process it .
Of course, this approach is more involved. But it also opens up a world of possibilities: a redesigned facade, an enlarged volume, enhanced natural light. It's often at this point that the garage becomes a true living space .
The Local Urban Development Plan (PLU): a framework to be aware of
Each municipality has a Local Urban Development Plan (PLU), which sets the rules for construction and development within its territory. This document may require that one parking space be maintained per dwelling, prohibit the removal of certain garages, or limit facade alterations, particularly in protected or listed areas.
These are details that matter. A technically feasible development can be rejected if the local urban planning regulations (PLU) prohibit it. That's why at Innova-Box, we integrate this regulatory dimension into our architectural thinking very early on.
Transforming your garage into a showroom: what you need to know
A growing number of customers want to transform their garage into a private exhibition space . Rare vehicles, collector motorcycles, works of art, furniture: the garage becomes a place for contemplation, sometimes bordering on a showroom.
As long as the space remains for private use , without public access or commercial activity, the rules remain similar to those for residential use. However, if the showroom becomes a public establishment (ERP) – with visitors or customers – additional obligations apply: accessibility for people with reduced mobility (PRM), fire safety, declaration of professional activity, etc.
Each project therefore needs to be studied on a case-by-case basis. And if you're looking for inspiration, you can consult this article: The essentials of garage design for collectors

What you will need to declare to the tax authorities
As soon as your project creates a habitable space, you are required to:
Complete form H1 within 90 days of completion of the work .
You pay the development tax ,
You can expect an increase in property tax , calculated on the new taxable area.
These steps are often overlooked… until they become problematic, especially when reselling. Here again, our team ensures you have the right guidance and supports you every step of the way.
Undeclared work: beware of penalties
The penalties for unauthorized construction can be severe. Article L480-4 of the Town Planning Code stipulates a fine of up to €6,000 per square meter of illegally constructed area. In certain cases, the court may order the demolition of the structure or prevent the sale of the property until it is brought into compliance.
For a project as precious and personal as a luxury garage, it is best to plan everything in advance and leave no grey areas.
Innova-Box: transformation, yes. In full compliance.
At Innova-Box, we don't just imagine exceptional spaces. We also consider them within their regulatory environment , to guarantee their long-term viability.
"From the very first exchange, we integrate this dimension into our thinking. Aesthetics can only flourish within a compliant framework," emphasizes Gérald Mouret, founder of Innova-Box.
Each project is therefore supported, from design to installation, with attention paid to legal feasibility, necessary permits and potential tax impact.
And now? A project worthy of the name starts here.
Transforming a garage into an exceptional living space is a dream within reach. Provided you follow the right steps, surround yourself with the right people… and anticipate every detail.
